Bryan McDonald, CPA CPE
Bryan is a Director in the Disaster Compliance division of HORNE. He works with the state and local governments to solve the funding issues with disaster relief. He established and maintained the first state-based funding compliance system for Public Assistance, providing the framework for regular, systematic management review to ensure program accountability and conformance with strategic plans and performance metrics.
Formerly, Bryan served as Director of the Office of Recovery for Mississippi Governor Haley Barbour. Prior to his role with the Governor, he led the team that provided Accounting Oversight for the $2.8 billion in FEMA assistance from Hurricane Katrina. He testified numerous times before Congress and worked closely with Federal Agency heads including the Department of Homeland Security, Department of Housing and Urban Development, Small Business Administration, Department of Justice and Department of Labor. He worked with Congressional leadership, Committees and the White House to distribute the $24 billion in federal aid provided to Mississippi following Katrina. His work earned him public recognition on the floor the United States Senate.
Bryan earned his bachelor’s degree in accounting from the University of Mississippi. He is a Certified Public Accountant and Certified Fraud Examiner with extensive experience in construction, false-claim cases and SEC investigations.
