
Hospital Value-Based Purchasing

Section 3001 of the Patient Protection and Affordable Care Act amended Section 1886 of the Social Security Act to establish a budget-neutral program to compensate hospitals for performance against certain quality measures. Known as the Hospital Value-Based Purchasing (VBP) Program, the Hospital VBP program is scheduled to begin in fiscal year 2013, applicable to payments for discharges occurring on or after October 1, 2012. The Centers for Medicare and Medicaid Services (CMS) has clearly said that its goal has been to transform Medicare from a passive payer to an active purchaser of quality health care for its beneficiaries.
CMS views value-based purchasing as an important step toward revamping how care and services are paid for, moving increasingly toward rewarding better value, outcomes, and innovations instead of merely volume.
