In order to decide whether RACs are an efficient process of recognizing and adjusting improper payments to providers, The Center for Medicare and Medicaid Services executed the Recovery Audit Contractor demonstration in 2005 under Section 306 of the Medicare Modernization Act of 2003. The Medicare Trust Fund acquired a significant amount of funds due to the outcome of the demonstration project. Because of the project's success, the CMS stated the four permanent RACs and reaffirmed the urgent, quick and comprehensive rollout of the Medicare Recovery Audit program across the nation.
