Charles is a manager in specialty accounting at HORNE LLP. He works with state and local governments to resolve the funding issues associated with recovering from natural disasters. He has gained extensive experience providing oversight for both federally and state funded grant programs. Charles has served in various capacities on projects that are funded by the Department of Housing & Urban Development and the Department of Homeland Security. He currently manages the accounting oversight review team for a state agency's Public Assistance recovery projects. The oversight review team mitigates the grantee's risk of de-obligation by reviewing sub-grantee pay requests submitted for cost reimbursement.
Charles joined HORNE in 2006. Prior to joining the specialty accounting team in 2009, Charles was a supervisor in the firm's assurance services division. His experience includes accounting and auditing, specializing in assurance services for government entities, not-for-profit organizations, and colleges and universities. Charles is experienced in performing OMB A-133 (single audit) compliance audits. He also has performed internal control (SOX 404) engagements. Prior to joining HORNE he served as the director of accounting for an institute of higher learning and was a public accountant at a local firm in Birmingham, Alabama.
Charles holds a Bachelor of Science in Accounting from the University of Alabama. He is a Certified Public Account and Certified Fraud Examiner.
