Chris is a senior manager at HORNE LLP. He works with state and local governments providing analysis, design and implementation of best practice solutions for federal grant compliance. As an experienced disaster consultant, his in-depth knowledge of grant regulations and program guidance are critical to leveraging disaster funding sources. Chris monitors congressional oversight hearings on disaster funding and devotes significant time to disseminating disaster grants guidance and requirements for FEMA's Public Assistance program, HUD's Community Development Block Grants and the Recovery Act.
Chris has developed multiple best practice resources for HORNE's public sector clients. He has extensive experience in advising government officials on highly technical federal grant compliance issues. In 2006, Chris served as a technical advisor during the design and implementation of nationally-recognized grant compliance processes for Mississippi's Hurricane Katrina response team. He has more than five years experience consulting on continuously-evolving grant compliance regulations and requirements, including the Stafford Act.
Chris holds both Bachelor of Accountancy and Master of Accountancy degrees from Mississippi State University. He is a licensed Certified Public Accountant in the states of Texas and Mississippi and a Certified Fraud Examiner specializing in forensic accounting.
