Kelly is a partner at HORNE LLP where he manages a disaster recovery oversight program for the State of Texas. He is part of a team of financial analysts responsible for reviewing requests for audits by state and local government agencies and non-profit organizations for the Federal Emergency Management Agency's Public Assistance program grants.
Kelly joined HORNE in 2006 and has more than 30 years of accounting experience. He previously worked as a member of the Mississippi Emergency Management Agency's Public Assistance recovery accounting team. Prior to joining HORNE, he was a controller for a physician group operating in Gulfport, MS, and Slidell, LA. He has extensive experience in tax, governmental accounting and health care practice management. Additionally, Kelly served 16 years as a municipal elected official in Picayune, MS.
Kelly earned a Bachelor of Accountancy from Mississippi State University.
